Vietnam - Moving universities vital to raising standards


VietNamNet Bridge – Deputy Prime Minister Nguyen Thien Nhan has told Ha Noi and HCM City authorities that relocating universities and colleges from inner-city districts to zoned areas in suburban districts was critically important for educational quality.

A meeting was held on Thursday to collect opinions from ministries and related agencies on a draft plan on these issues.

“The relocation is necessary because the current locations in the inner city do not ensure high quality in education,” Nhan said.

Bui Van Ga, deputy minister for Education and Training (MoET), said the high density of these schools in inner districts and the lack of facility space for each student prevented healthy development of these universities and colleges.

In addition, the degrading infrastructure at the schools and the inadequate environmental conditions in inner districts were not favourable for education, said Ga.

The relocation plan aims to reduce the number of students at colleges and universities located in the city centres by two-thirds.

At least 30 universities and colleges with about 200,000 students in Ha Noi would be moved to outlying areas, lowering the number of students in downtown Ha Noi to 150,000 by 2025.

Over the same period, 40 schools with about 350,000 students in HCM City would be moved to outlying areas, lowering the number of students from inner districts of HCM City to 170,000.

The plan aims to benefit students and teaching staff and at the same time achieve sustainable development of these universities and colleges.

“The approval of the zoning areas for universities and colleges by the two cities’ authorities is vitally important to the plan,” said Nhan.

The draft plan for relocation of universities and colleges in the outskirts of HCM City and Ha Noi will be submitted to the Prime Minister in November of this year.

Between 2011 and 2015, each city would implement a pilot programme to move five universities and colleges to the outlying areas, Nhan told an online workshop on university relocation on June 7.

Deputy Minister Ga said MoET would not accept more applications to build or upgrade new universities and colleges in Ha Noi and HCM City’s inner districts.

However, Nhan agreed to keep large universities with beautiful architecture and those that display specific traits of the two cities in inner districts.

During the workshop, Phi Thai Binh, deputy chairman of the Ha Noi People’s
Committee, said the capital city would need at least 3,500 ha for the relocated schools.

Hua Ngoc Thuan, deputy chairman of HCM City, said the southern city would need 1,750 ha in outlying areas to move the universities and colleges.

MoET estimates that VND$91 trillion (US$4.41 billion) is needed to move 80 colleges and universities in the inner districts of Ha Noi and HCM City.

Of that amount, VND44.8 trillion ($2.17 billion) is needed for relocating 40 schools in Ha Noi, and the remaining would be used to relocate schools in HCM City.
