Vietnam - Raising people's knowledge of the law


Nhan Dan - The Standing Committee of the 13th National Assembly discussed two bills under the law on legal dissemination and education and the law on judicial verification at its second session in Hanoi on September 27.
Most opinions agreed on the need to promulgate the law and create a legal basis for disseminating information and educating people about legal issues to ensure the openness and transparency of policies and laws, thereby raising people's awareness and understanding of the law and their obligation to abide by it.
However, many deputies said that the regulations in the draft law on the responsibilities of State agencies, organisations and individuals were still very general and do not highlight or clarify the role of their main subject – the citizens of Vietnam. The draft law also lacks regulations to encourage people to learn about the laws for their own interests.
The same day, the NA Standing Committee continued to discuss the bill in the law on judicial verification, giving their opinions on the universalisation of judicial verification. From the NA Law Committee’s point of view, the organisation of non-State judicial verification is a new service that needs an appropriate roadmap and a pilot period before considering its scope. Many also suggested that non-State judicial verification needs more consideration and research to ensure its quality, especially in the current period.
