Vietnam - Anti-corruption: official’s asset declaration to be reviewed


VietNamNet Bridge – The Government has instructed the Government Inspectorate to combine with relevant agencies to review the implementation of asset declaration of officials.



The sum-up report will be the ground for building legal documents on supervising income of officials.

The Central Steering Board for Anti-Corruption has reviewed five-year implementation of the Law on Anti-corruption. According to this agency, the anti-corruption task in the past five years still has many weaknesses; corruption is still serious in many fields and still a great concern of the entire society.

From October 1, 2010 to September 30, 2009, 220 corruption cases were prosecuted. So far this year, 61 officials have been punished for irresponsibility, which caused corruption in their field of management.

In an independent research work on corruption, Jairo Acuna-Alfaro, policy adviser of UNDP Vietnam, said that corruption and bribery in Vietnam has become popular. As corruption is getting sophisticated, he said that the most important thing in combating corruption is anti-corruption agencies are capable to evaluate corruption situation and to effectively supervise policy-makers.

“The supervisory right needs to be performed fully in fact, instead of in regulations only,” the UNDP advisor said.

Jairo Acuna-Alfaro agreed that the analysis ability of anti-corruption agencies in Vietnam has been improved, but he noted that it is necessary to use data and evidences to show their progress, instead of verbal description.

James Anderson, from the World Bank, said that tough measures are needed to combat corruption. He mentioned four factors: making an independent mechanism for investigative agencies; inspecting asset declaration of high-ranking officials, asset declaration and expanding information access.

The Central Steering Board for Anti-corruption said that regulations on anti-corruption will be amended in order to deal with the formalism and ineffectiveness of some anti-corruption measures.

According to the board, despite certain shortcomings, the rule on asset declaration of officials has “certain effects in preventing corruption” and help better manage state employees.

So far 13 ministries and 11 provinces have finalized asset declaration in 2010. Three officials were punished for breaking the regulations on asset declaration.

One of the factors for asset declaration is banking accounts of officials. To date, nearly 44,000 state agencies have paid wages through accounts, reaching 54 percent.

PM urges for synchronous anti-corruption measures

Prime Minister Nguyen Tan Dung has asked the Central Steering Committee for Anti-Corruption to determine on implementing synchronous measures to fight corruption.

The PM made the request while attending the committee’s 16th regular meeting in Hanoi on Nov. 15. The meeting aimed to review anti-corruption work in the third quarter of this year and put forwards measures for the remaining months of 2011 and early 2012.

The committee should focus more on measures to prevent corruption acts, including speeding up the completion of institutions, administrative reforms, inspection and audit to timely detect and deal with corruption, PM Dung said.

To ensure the efficiency of public investment projects, the Government will closely supervise the implementation of these projects in the direction of placing responsibility on those who make investment decisions, he added.

The PM entrusted the Government Inspectorate to build a decree requesting heads of agencies to actively publicise their bodies’ spending and investment.

Emphasising the importance of anti-corruption information, the Government leader suggested media agencies continue speeding up the popularisation and education on corruption prevention in combination with implementing the campaign “Studying and following the moral example of President Ho Chi Minh”.

Speaking at the meeting, the the Central Steering Committee for Anti-Corruption's members said that anti-corruption work has recorded certain achievements over the past time, representing the determination of the Party and State and stressing the role, position and importance of the fight against corruption in the social life.

However, the fight is facing many difficulties as corruption acts become more sophisticated, they said, adding that the slow and prolonged process of investigating, prosecuting and handling cases raises doubts among people on the determination and strictness in corruption prevention.

According to the committee office's chief Nguyen Dinh Phach, in the first nine months of 2011, judicial agencies took proceedings against 161 corruption cases, down 2.4 percent compared to the same period last year.
