Congressmen on November 15 discussed the draft Law on Money Laundering Prevention, which has five chapters and 53 articles.
Most of deputies agreed that it is necessary to issue this law because Vietnam is now the target of international money launderers owing to its popular use of cash.
Deputy Cao Si Kiem, former governor of the State Bank of Vietnam, said: “The issuance of this law also shows our high commitment to international organizations on anti-corruption.”
Kiem suggested adding anti-terrorism into the law because all money-laundering activities are associated with terrorism and vice versa. In addition, money laundering and terrorism are now the concerns of the world.
However, Deputy Luong Van Thanh from Hai Phong said that this law should focus on money laundering only. Anti-terrorism is a big issue, which should not be included in the Law on Money Laundering Prevention, Thanh said.
“Funding terrorists is the act against the people’s government so it must be researched in details. The National Assembly should add this content to the law and ordinance building program in 2012,” Thanh proposed.
Head of Hanoi’s National Assembly delegation, Nguyen Thi Nguyet Huong, said that anti-terrorism is quite dim in the draft Law on Money Laundering Prevention. She agreed to design the principle on anti-terrorism in this bill.
At previous meetings, many deputies proposed to make clear “funding terrorists” content in the bill. They also wondered that which agency would be in charge of combating money laundering.
Some deputies said that this task should be assigned to the Ministry of Public Security’s High-tech Crime Prevention Agency, not the State Bank of Vietnam.
