VietNamNet Bridge – The PhDs, who return from the overseas training courses funded by the State under the program 322, called “322-program PhDs”, say they feel giddy with the wages and the working conditions at universities.
A lot of them set up their own businesses or quietly leave the schools which previously sent them abroad.
No improvement in wages after training courses
Nguyen Hung, a lecturer of a university which is more than 50 years old in Hanoi, said that he feels shocked after he obtained the doctorate from the Paris University 6 and returned to Vietnam.
Hung said that returning from Paris to Hanoi means leaving the place, where he could enjoy a good life with scholarships and allowances from the Laboratory, to the place, where he could get 2.5 million dong a month only. Now his salary has increased to 3.6 million dong a month, but the sum of money is still too modest which is just high enough to cover the basic needs. As such, Hung cannot earn more money even though he now has a higher qualification level.
Luckily, Hung’s scientific research work has been funded by the State budget. And that is the reason why Hung still stays working for the school.
Meanwhile, his three out of the five friends, who also obtained doctorates under the program 322 like Hung, cannot live with the modest pay offered by the universities, have the schools for other jobs.
In fact, a lot of PhDs are still working for universities, because they have the opportunities to take extra jobs – teaching at international schools or working for joint training programs, for which they can get the pay of 400,000 dong to 600,000 dong per hour.
A mathematics PhD has revealed that the extra income of the PhDs may reach 10 million dong a month, and if counting on the official salary, the extra income from scientific research works and guiding students to write dissertations, PhDs would have the income high enough for a good life.
Feeling discouraged with working conditions
H, a 322-program PhD, was sent to an overseas training course by a state agency. However, when she returned home, the agency was dissolved, which meant that H could choose where to work for. With the eagerness to devote herself to the Vietnamese education, H decided to work for a university. However, just after a short period of working there, she felt too discouraged about the working conditions here. Finally, H left the school for a foreign company.
“I left the university not because of the modest pay. At the university, I could earn 10 million dong a month in total income, not a too bad pay. However, I realized at the school, I would not be able to make scientific research,” she said.
“If I can only teach, and cannot do scientific research work, I will become a “teaching worker”. This will make me unhappy,” she added
H said that she tried to offer some suggestions to improve the teaching methods which she believed could bring more benefits to students. However, her suggestions were not accepted.
As such, H left the school not because of the low pay, but because of the bad working conditions which do not encourage to apply new things.

It is obvious that a lot of people have left state agencies after they attended the training courses funded by the State budget, though the Ministry of Education and Training still cannot calculate the exact number of the PhDs.
According to Nguyen Xuan Vang from the Ministry of Education and Training, from 2000 to 2010, the state sent 4590 people to training courses, including 2268 PhDs. To date, 3017 people have returned, including 1074 PhDs.
