VietNamNet Bridge – Answering National Assembly deputies’ questions by documents, Prime Minister Nguyen Tan Dung confirmed to pursue consistent solutions to stimulate the fight against corruption and waste in the state apparatus.
As he did not have sufficient time to answer all questions raised by NA deputies at the recent question and answer session, the PM answered the remaining questions in written.
In his answer for deputy Nguyen Bac Viet’s question about solutions to deal with downgraded social morals and the increase of social evils, Dung pointed our four solutions, including building Vietnamese’s personality, social responsibility, the awareness of law observance; building a contingent of qualified state employers; speeding up the fight against corruption and waste in the state machinery.
The PM emphasized that there is no restricted area in combating corruption. The responsibility of each state agency and official, particularly those hold ‘sensitive’ positions will be transparent. Supervision over state agencies and officials will be strengthened, he said.
Answering deputies Cu Thi Hau and Tran Van Minh about the responsibility of agencies and individuals in the Vietnam Shipbuilding Industry Group (Vinashin) and the result of Vinashin’s restructuring process, the PM said that the government had sent a report on the investigation of Vinashin.
The Prime Minister said the debt-stricken shipbuilding firm has also transferred its capital in 11 units and merged five of its subsidiaries. As of October 2011, Vinashin had divested from 22 units and subsidiaries, and dissolved 16 others under its reformation process.
“Though Vinashin has yet to emerge from its financial difficulties, it has managed to make a total of US$584.7 million by launching 74 vessels,” the PM’s document wrote.
Regarding the responsibility of individuals and organizations involved in the company’s financial frauds, Dung said he had ordered relevant ministries, as well as Vinashin’s chairman and CEO, to impose warnings and discipline on the relevant individuals and organizations.
While addressing the issue that the country is seeing a surplus of golf courses and industrial zones while suffering from a severe shortage of hospitals, schools and houses for low-income earners, raised by deputy Vo Thi Dung, the PM said the government will sum up 20 years of investing and developing the industrial zones to figure out more effective policies and strategies on their development.
The government has asked the ministries, industries, and localities to monitor the golf course investment to ensure that no agricultural lands be destroyed for the sake of the courses, he said.
As for the proposals put forth by certain deputies regarding the formation of a committee to control the national economy restructuring, as well as develop a legal framework for the reform, the Prime Minister said that this was not necessary.
“The government and Prime Minister will direct the implementation of this plan,” he said, adding that the government will submit the plan for economic restructuring at the NA 3rd convention session.
“The government will deploy drastic, flexible and synchronous measures for the reform to be effectively implemented,” he wrote.
