Laos
is slowly but surely moving towards elevation from the United Nations' list of
least developed countries by 2020, with the goal of reducing the poverty rate
to below 22 per cent by the end of 2012.
This was the report of the vice president of
the National Committee for Rural Development and Poverty Eradication, Mek
Phanlak, during the committee's 2010-2011 annual meeting.
According to the committee's latest survey,
there are 198,678 poor families, 3,175 poor villages and 883 developed villages
in Laos.
Village development groups will continue to be
set up, with an eye to developing large villages into small towns.
Mek explained that infrastructure improvement
in rural areas, including irrigation, roads and markets has improved
agricultural production, transportation and crop sales for local people.
Education has also expanded in rural areas,
with primary schools in 98.35 per cent of villages nationwide, he said.
Mek said the committee has completed a rural
development and poverty eradication plan for 2011-2015.
In 2011-2012, the committee will continue
village development, covering more than 15 per cent of villages nationwide.
Development will include construction of year-round access roads, and expansion
of telecommunications and electricity.
During the meeting the committee also proposed
a decree on the Poverty Reduction Fund. Its role is to support the committee
and the Lao government in rural development and poverty eradication projects
throughout the country.
The decree details the location, role,
structure and operation of PRF projects, focusing on the improvement of project
effectiveness and promoting internal and foreign investment for rural
development and poverty eradication projects.
