Vietnam - Administrative reform at ministries, provinces to be reviewed


VietNamNet Bridge – The Ministry of Home Affairs is collecting the opinion of citizens and organizations about the results of administrative reform at many ministries and provinces.

The following ministries and localities that will be assessed include: the Ministry of Industry and Trade, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, the People’s Committees of Hai Phong, Can Tho, Thai Binh, Ha Tinh, Vinh Phuc and Ba Ria-Vung Tau provinces.

These are selected ministries and provinces for the trial application of the PAR Index, the set of criteria to evaluate administrative reform that is created by a joint project between the Ministry of Home Affairs and the United Nations Development Program (UNDP).

The assessments of ministries will be made based on the opinions of citizens, businesses, National Assembly deputies, Party cells, social and political organizations and officials.

The assessments of provinces will be made based on the opinions collected from local people, businesses, deputies of provincial People’s Council and officials.

So far, the Ministry of Home Affairs has completed the assessments in HCM City, Can Tho and Ba Ria – Vung Tau. In each location, 500 people, 100 businesses, 60 deputies of the local People’s Council and 50 officials were interviewed.

From now to mid-May, information will be collected in the remaining locations and ministries. The surveys will be used to assess and rank administrative reform results in these ministries and provinces in 2011.

The result will be announced in June 2012.
