The inspectorate of the Ministry of Education
announced the conclusion of a report that revealed widespread violations in
joint training programmes by Haiphong Medical University.
The
ministry’s chief inspector, Nguyen Huy Bang, said that, of the numerous
violations committed by the Haiphong Medical University, the most serious was
the falsification of the signature of the Minister of Education and Training on
a list of students to be admitted to a joint doctorate programme with Van Hien
Medical and Pharmacology Vocational School, in Thanh Hoa Province.
Haiphong
Medical University had received the ministry’s approval to train 30 general
medical practitioners and other medical staff for Van Hien Medial and
Pharmacology Vocational School. The trainees were also expected to act as
teachers at certain vocational schools in the central province of Thanh Hoa and
surrounding areas.
On
December 28, 2010, Van Hien Medical and Pharmacology Vocational School sent a
list of 28 students to be admitted from 13 localities to the ministry, and to
the Thanh Hoa provincial government for approval.
On
closer inspection, however, the inspectorate detected some abnormalities on the
official list. They then decided to scrutinse it more carefully, especially the
dossiers of 22 students who were admitted into the programme.
The
results showed that none of the 22 students made a commitment to work for Van
Hien Medical and Pharmacology Vocational School after graduation. Van Hien
School did not kept any of the 28 dossiers of the students admitted.
They
also found that the list had a forged signature by the Minister of Education
and Training, an allegation, if proved true, would be a criminal violation.
In
addition, the inspectorate detected widespread wrongdoings by Haiphong Medical
University in their joint training programmes with several other training
institutions.
Haiphong
Medical University signed a joint training agreement with Van Hien Medical and
Pharmacy Vocational School, Ninh Binh Medical College and Thang Long Medical
and Pharmacy Vocational School without approval from the Ministry of Education
and Training.
Haiphong
Medical University also was found to have joined training agreement with Thai
Nguyen Medical and Pharmacy University without a clear training programme.
The
inspectorate recommended that the ministry fine all five institutions.
The
ministry proposed that the Ministry of Public Security to investigate the
forgery on the list of students admitted to the programme at Van Hien Medical
and Pharmacology Vocational School, and suggest a punishment.
The
inspectorate also requested that Van Hien Medial and Pharmacological Vocational
School, Ninh Binh Medical College and Thang Long Medical and Pharmacy
Vocational School cease their illegal joint training programmes with Haiphong
Medical University.
These
four institutions will now be required to co-operate in finding alternative
schools for the students who are involved in the joint training programmes.
Reports on the issue must be sent to the Ministry of Education and Training
before to May 10, 2012, while school arrangement for students must be completed
before June 5.
Haiphong
Medical University will be required to work with Thai Nguyen Medical and
Pharmacy University and Van Hien Medical and Pharmacology Vocational School to
find out solutions for students and possibly make compensations for any
interruptions in training before May 10, 2012.
Nguyen
Huy Bang noted that the inspectorate requested the Ministry of Health, in
co-ordination with the provincial governments of Thanh Hoa, Bac Binh and Ninh
Binh, along with the authorities from Thai Nguyen University to supervise the
correction of the practices of said institutions.
Deputy
Minister of Education and Training, Nguyen Thi Nghia, has required Haiphong
Medical University, along with four other institutions to report on their past
operations in order to identify those who are responsible for breaking the law
and levy appropriate penalties.
