Graduate courses have been offered at myriad
universities across Vietnam without having been approved by the Ministry of
Education and Training, a Tuoi Tre reporter has found.
Thang
Long University in Hanoi has just finished enrolling for its master’s degree
courses in business administration and international management, which will be
jointly run with Nice University from France.
Students
will study the courses at the Vietnamese school while the French partner will
confer the degrees, according to a Thang Long enrolling notice.
But
Thang Long president Le Van Mot failed to present a license from the education
ministry for these courses when your correspondent asked for it.
Mot
said he would later check with ministry officials if their license application
had been approved.
Meanwhile,
another Hanoi-based school, Electric Power University, was once found
recruiting students for some graduate programs to be illicitly run in
cooperation with several Vietnamese and Chinese universities.
School
president Dam Xuan Hiep explained the university simply did the enrolling work
as a “service” for those schools.
A
training center under the Vietnam National University – Hanoi has also been
discovered seeking students for multiple unapproved graduate programs, which
will be taught at its Hanoi campus or Thu Dau Mot University, based in the
southern province of Binh Duong.
In
another case, the Ho Chi Minh City-based University of Finance and Marketing
was found starting to enroll for its master’s degree courses in banking and
finance last January while it was only allowed to do so 6 months later.
Many
others have had to scrap their programs following orders by the ministry,
leaving their students emotionally and economically hurt.
