Malaysia- Brunei, M'sia take great leap forward

Plan on World Zakat Organisation

VARIOUS milestones were met following the annual meeting between leaders of Brunei Darussalam and Malaysia yesterday in the neighbouring state's administrative capital Putrajaya, which include proposals to embark on joint undertakings in the oil and gas sectors in Sabah, Sarawak and other third countries.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Malaysia Prime Minister Yang Amat Berhormat Dato Sri Mohd Najib Tun Hj Abdul Razak also discussed a proposal for the establishment of the World Zakat Organisation (WZO), stated a Joint Statement released by Putrajaya following the conclusion of the 16th Annual Leaders Consultation between Malaysia and Brunei Darussalam.

The organisation is hoped to uphold zakat as the third pillar of Islam and religious devotion for the benefit of economic and social development of the Ummah, added the statement. The Malaysian premier stated he is looking forward to Brunei Darussalam becoming a founding member of the organisation.

Both leaders welcomed significant achievements attained since the last meet, which was held in Bandar Seri Begawan on September 12, 2011.

His Majesty and YB Dato Sri Mohd Najib also expressed their satisfaction with the continuing developments in the exploration and exploitation of hydrocarbon resources in the Commercial Arrangement Area (CAA) and urged both countries national petroleum authorities to intensify discussions on the developments of Blocks N and Q, as well as downstream industries.

Significant progress has also been made on joint demarcation and survey of land boundary whereby the leaders instructed the Joint Land Boundary Technical Committee to ensure that the work be carried out expeditiously giving priority to the already identified areas. In the statement, the leaders said they were pleased with the signing of the Memorandum of Understanding (MoU) on the Process for the Joint Demarcation and Survey of the Land Boundary and its Terms of Reference on March 19 this year in Johor Bahru, Malaysia.

Special mention was made on investment opportunities and joint economic developments between the Sultanate and its neighbours Sarawak and Sabah. While the leaders stated that they are looking forward to closer collaboration between the Sultanate and Sarawak on various sectors such as telecommunications, tourism, halal hub development and agriculture, they also welcome the signing of a MoU on power connectivity as well as investments in other power projects which will strengthen cooperation on energy security towards the realisation of the greater ASEAN Power Grid.

The monarch and Malaysia's premier also expressed satisfaction with economic cooperation between Brunei and Sabah, particularly the signing of the Heads of Terms Agreement relating to the Keningau Integrated Livestock Centre - a collaborative project between the Sabah Economic Development and Investment Authority (SEDIA) and Annam Corporation, a subsidiary of the Brunei Investment Agency (BIA) signed on June 16 this year.

Efforts to promote people-to-people interaction and travel between the two countries were highlighted in the Joint Statement, particularly the construction of the bridge spanning the Pandaruan River. The leaders stated that they are looking forward to the timely completion of the project next year.

Both leaders are looking forward to the convening of the 21st ASEAN Summit and related Summit in Phnom Penh, Cambodia in November this year, as well as Brunei's chairmanship of ASEAN in 2013. His Majesty took the opportunity to brief the Malaysian premier on the Sultanate's chairmanship.

South China Sea developments were also discussed and both leaders welcomed ASEAN's Six-Point Principles on the issue, which was agreed to by the body's foreign ministers on July 23 this year.

The monarch and Dato Sri Mohd Najib agreed that the issue should be resolved through peaceful means.

Positive developments in expressing satisfaction with the outcome of the meeting, His Majesty and the Prime Minister of Malaysia conveyed their warmest greetings to the people of both countries on the occasion of Hari Raya Aidil Fitri 1433 Hijrah and agreed the 17th Annual Leaders Consultation will take place in Brunei next year.
