Hanoi is one of the Asian cities with the lowest rate of public transport utilization, according to a press briefing on Monday to introduce the symposium on air quality in Hanoi.
With some four million personal vehicles, Hanoi is facing severe congestion and extreme pollution, heard the press briefing held by the French Agency for International Business Development (Ubifrance) on Monday.
Transportation is responsible for 60% of air pollution in Hanoi, while the remainder is caused by manufacturing and construction activities. The particle emissions of the capital city are now twice as much as the permitted levels, and air pollution at construction sites are 5-6 times higher than the acceptable threshold, said the General Department of Environment.
Meanwhile, rapid urbanization has sparked an urgent need to restrict the number of private vehicles in order to reduce traffic congestion in major cities like Hanoi.
Bernard Favre, international director of Aria Technologies, shared the experience that the French government had built large car parks in the suburbs for workers to park their vehicles there and then take public transport vehicles to the inner-city workplaces. The government has also developed small-sized buses to save fuels as well as reduce pollution.
Farve noted when developing intelligent transportation system, the authorities should not pay attention to only metro or any particular type of vehicles, but have to focus on a multi-modal traffic system based on scientific analyses on transport distances and road users.
France’s achievements in promoting public transport are thanks to thorough research before constructing a road or designing a public transport system.
Marc Cagnard, director of Ubifrance Vietnam, expressed an optimistic view that air quality in Hanoi would improve in the future because the authorities had approved the urban transport development project, including the railway lines.
The symposium themed “Air Quality Improvement and Urban Transports: Best Practice and Cooperation Prospects” will take place on Wednesday in Hanoi. The event is co-organized by Ubifrance and the Vietnam Environment Administration under the Ministry of Natural Resources and Environment.
